More then ever before the safety of the building occupants is of paramount interest to those responsible for the building, whether owner or facilities manager.
It is for these reasons that recent legislation has been increased and there are likely to be further more stringent requirements to be introduced. Significant fines and even custodial sentences are not uncommon to imposed onto those responsible for the building fire safety, even when their hasn't been a loss of life. Simply believing the the responsibility should be passed to the original contractor is not a sufficient excuse.
As the person being responsible for a building upon completion and handover from the contractor, are you sure it is fully compliant to safety standards? One crucial element of that compliance is the regular servicing and preplanned maintenance of the AOV and smoke ventilation systems. Not only is this requirement of compliance but in the long is far more cost effective as is likely to prolong the life expectancy of the systems.
It is your personal responsibility to check that your contractor can show evidence of compliance.
Smoke ventilation systems are part of the overall fire safety strategy, therefore as per the RRO, the responsible person must ensure that equipment and devices are maintained in efficient working order and in good repair to safeguard the relevant persons within the building.
